# (v01) 10.6.1 Trading Limits and Risk Controls

The Exchange maintains a comprehensive risk management framework centered on Trading Limits, which ensure that Members can only enter into obligations for which they have sufficient cash and inventory resources, thereby protecting market integrity and preventing settlement failures.

A Trading Limit is maintained during each Trading Session and defines the maximum trading capacity available to a Member at any point in time, calculated from the Member’s eligible Cash Balance and asset Inventory, adjusted for open Orders, applicable fees, and any taxes.

This:

* Prevents Members from entering obligations they cannot settle
* Ensures sufficient resources are available at all times
* Protects market integrity and counterparties
* Enables real-time risk management

Under the Member’s authority, Participant-level sub-limits may be configured by the Administrator, provided they remain within the Member’s overall Trading Limit.

## Trading Limit Calculation

### Buy Orders: Cash-Side Limit

The cash-side limit is calculated as:

> Cash-Side Trading Limit = Cash Balance - Reserved Cash for Open Buy Orders - Applicable Fees - Taxes

When a Member places a buy order, the system immediately reserves:

> Reserved Cash = (Order Quantity × Limit Price) + Trading Fees + Taxes

Where:

* Trading Fees = Order Quantity × Fee Rate (per tonne)
* Taxes = Applicable VAT or other taxes

{% hint style="info" %}
**Buyer pays fees in addition to purchase price.** The buyer must have sufficient cash to cover both the purchase amount and the trading fees.
{% endhint %}

Example: To buy 53,000 EUAs at €88.53/tonne with a fee rate of €0.03/tonne:

* Purchase cost: 53,000 × €88.53 = €4,692,090
* Trading fees: 53,000 × €0.03 = €1,590
* Total cash required: €4,692,090 + €1,590 = **€4,693,680**

For Market Orders, the system uses the best available offer price plus a buffer to estimate the reservation amount.

For Iceberg Orders, the full order quantity (Displayed + Hidden) is reserved upfront, not just the displayed portion.

### Sell Orders: Inventory-Side Limit

The inventory-side limit is calculated as:

> Inventory-Side Trading Limit = Inventory Balance - Reserved Inventory for Open Sell Orders

When a Member places a sell order, the system immediately reserves the specified quantity of inventory.

{% hint style="info" %}
**Seller fees are deducted from sale proceeds.** The seller must have sufficient inventory to cover the quantity being sold. Upon execution, the seller receives the sale proceeds minus the trading fees.
{% endhint %}

Example: To sell 53,000 EUAs at €88.53/tonne with a fee rate of €0.03/tonne:

* Sale proceeds (gross): 53,000 × €88.53 = €4,692,090
* Trading fees: 53,000 × €0.03 = €1,590
* Net proceeds received: €4,692,090 - €1,590 = **€4,690,500**
* Inventory required: **53,000 EUAs**

For Iceberg Orders, the full order quantity (Displayed + Hidden) is reserved upfront.

## Participant Sub-Limits

Administrators may allocate portions of the Member’s overall Trading Limit to individual Participants (traders), with sub-limits operating within the Member’s aggregate Trading Limit.

Configuration is set via Administration Panel and can be adjusted at any time, with changes taking effect immediately.

* Open orders exceeding new sub-limits are automatically cancelled.
* Participants receive notification of sub-limit changes.
* Members may delegate trading authority within the organization.
* Individual trader exposure can be controlled.
* Organizational risk oversight is maintained.

## Maximum Quotas

For each Member:

* The **Maximum Financial Quota** represents the maximum amount of eligible cash assets that may be held on the Exchange at any given time.
* The **Maximum Quota** represents the maximum permitted Inventory in a designated contract.

Both are determined by the Exchange in accordance with its risk, compliance, and operational parameters.

These quotas:

* Limit the Exchange’s exposure to any single Member
* Manage operational risk and regulatory capital requirements
* Ensure orderly market operations
* Prevent excessive concentration of positions
* Mitigate market manipulation risk
* Align with regulatory position limits where applicable

## Limit Adjustments

Members may request increases to their Maximum Quota or Maximum Financial Quota by contacting the Exchange.

Requests are reviewed based on the Member’s:

* Trading history
* Financial standing
* Operational capabilities

The Exchange may decrease limits with \[DECISION REQUIRED: notice period, e.g., 30 days] notice to Members, or immediately in exceptional circumstances such as regulatory requirements, risk concerns, or Member default events.

{% hint style="warning" %}
\[DECISION REQUIRED - Item 26]: Should Maximum Quotas be aggregated across multiple accounts controlled by the same entity?

\[DECISION REQUIRED - Item 27]: Methodology for setting and adjusting Maximum Quotas.

\[DECISION REQUIRED - Item 28]: Disclosure and transparency of Maximum Quotas to Members.

\[DECISION REQUIRED - Item 29]: Display proximity to Maximum Quotas in UI?
{% endhint %}

## Monitoring and Notifications

Members have real-time visibility of their positions and limits through the Trading Platform.

Both Cash Balance and Inventory, by instrument, are displayed with three components:

| Component | Description                  |
| --------- | ---------------------------- |
| Total | Full balance held in Fiducie |
| Available | Available for new orders |
| Committed | Reserved for open orders |

Members can also view:

* Available Trading Limit, including cash-side and inventory-side in EUR
* Reserved amounts for open orders
* Proximity to Maximum Quotas

The system provides automated alerts when:

* Available Trading Limit utilization exceeds threshold (e.g., 80%)
* Inventory approaches Maximum Quota \[DECIDE]
* Cash Balance approaches Maximum Financial Quota
* Orders are rejected due to limit breaches or insufficient resources

## FX Rate Management (UKA Trades) – either here or in section 8.5

UKA trades are priced in GBP but settled in EUR. The Exchange applies an FX conversion rate to determine the EUR settlement amount.

{% hint style="warning" %}
\[DECISION REQUIRED - Items 33-34 - CRITICAL]: Which FX rate applies (order entry / execution / end-of-day)? Who bears FX risk (Exchange / Member / split)? Mitigation approach (hedging, collateral, pass-through)? How is FX risk reflected in Trading Limits? FX rate source and update frequency? FX buffer or collar for risk management?
{% endhint %}
